Abstract
The United Nations Security Council, as the organ bearing primary responsibility for the maintenance of international peace and security, has adopted numerous resolutions condemning the actions of the Zionist regime, including the occupation of Palestinian territories, the construction of illegal settlements, and violations of human rights. Nevertheless, the implementation of these resolutions has faced serious challenges in practice, and the Zionist regime has continuously refused to comply with them. The main objective of this article is to examine and analyze the policies and legal reasons affecting the non-enforceability of Security Council resolutions in the international community with regard to a regime possessing significant political influence. Using a descriptive-analytical method and relying on library sources and international documents, this article provides a legal analysis of the reasons for the non-implementation of Security Council resolutions concerning the Zionist regime. The findings of the research indicate that multiple factors play a role in this regard, the most important of which include the power of the holders of the veto, the political power of the Zionist regime, and the legal structure of the international system, which is based on the sovereignty of states and has limited enforcement mechanisms. The present study also addresses the fundamental question of why, given that the member states of the United Nations seek to establish global peace and order, and that the United Nations itself was essentially founded for this purpose, the Zionist regime does not comply with binding United Nations resolutions. Ultimately, the article concludes that the non-implementation of Security Council resolutions concerning the Zionist regime has not only weakened the authority of the United Nations and international law, but has also intensified the legitimacy crisis facing international institutions. To address this problem, reforming the structure of the Security Council, strengthening monitoring and enforcement mechanisms, and increasing diplomatic pressure on the allies of the Zionist regime appear to be necessary.
