Examining the Role of the Supreme Council of Cyberspace

Abstract
Freethinking is rooted in the teachings of Islamic Sharia and is intended to promote and enhance public awareness in Islamic society as a right for all citizens and a duty for rulers to guarantee. The manifestation of this right in cyberspace, with its rapid and significant development in the age of information and communication technology, and the role of actors such as the Supreme Council of Cyberspace, is of paramount importance. Using a descriptive-analytical method and utilizing library resources, we first recognized freethinking as a human and innate right, subject to Sharia limits. Then, we explained the requirements for exercising this right in cyberspace in two aspects: "creating a conducive cyberspace environment for freethinking" and "the government not depriving or restricting this right." Therefore, this article seeks to answer the main question: "What is the role of the Supreme Council of Cyberspace in guaranteeing the right to freethinking in cyberspace?" Consequently, the duty of the Supreme Council of Cyberspace, as the main regulator and policymaker in the field of cyberspace, is examined in relation to the stated requirements and based on existing legal documents and procedures. The Council's guarantee of the right to freethinking in cyberspace by providing a suitable environment for freethinking and not depriving or imposing absolute restrictions on individuals' right to freethinking is analyzed.
