Throughout history, they have been of special interest to scientists around the world. Legal rules in society without the guarantee of implementation, lose their intended function and will not be respected by the people of that country. After the Islamic Revolution of Iran and the drafting of the Constitution, civil rights in Iran were redefined religiously and socially. It should also be said that various principles of the constitution have been considered in the defense and protection of civil rights. In today's world, respect for the privacy of public rights in various fields as a social phenomenon is one of the necessities of life of the people of that society. Citizens generally work in different communities with different tastes and motivations. Therefore, social life requires the existence of legal relations between individuals and different groups of society, which must be subject to legal rules and regulations. It will cause chaos and disorder in the society. Therefore, in recent centuries, governments have adopted a special policy to regulate the implementation of these rules in the relations between the people of the society by determining and formulating the relevant rules and regulations in order to guarantee the sanction of civil rights. حقوق شهروندی، از حقوق ذاتی و طبیعی بشریت است که در طول تاریخ بین دانشمندان کشورهای مختلف جهان مورد توجه خاص بوده است. قواعد حقوقی در جامعه بدون ضمانت اجرا، کارکرد موردنظر خود را از دست می‌دهد و نزد مردم آن کشور از جایگاه احترام برخوردار نخواهد بود. پس از انقلاب اسلامی ایران و تدوین قانون اساسی، حقوق شهروندی در ایران بازتعریفی دینی و اجتماعی پیدا کرد. همچنین باید گفت که اصول مختلفی از قانون اساسی در دفاع و صیانت از حقوق شهروندی به آن توجه شده است در جهان امروزی رعایت حریم حقوق عامه در عرصه‌های مختلف به عنوان یک پدیده اجتماعی، یکی از ضروریات زندگی مردم آن جامعه محسوب می‌شود. شهروندان عموماً با سلایق و انگیزه‌های مختلفی در جامعه مشغول کار هستند. از این‌رو، زندگی اجتماعی مستلزم وجود روابط حقوقی بین افراد و گروه‌های مختلف جامعه می‌باشد که باید تحت نظم و قاعده‌های قانونی درآید، در صورت عدم وجود نظم و ضوابط قانون‌مند در جامعه، زور، اجحاف، تزویر بر مردم حاکم شده و سبب ایجاد هرج‌ومرج و بی‌نظمی و نابسامانی در جامعه خواهـد شـد. فلذا، حکومت‌ها در سده‌های اخیر با تعیین و تدویـن قواعـد و مقررات مربوطه، در جهت ضمانت اجرایی حقوق شهروندی، سیاست خاصی را در جهت تنظیم این مقررات در روابط بین مردم جامعه در پیش گرفته‌اند. https://hcr.isu.ac.ir/article_75953_b8ab95f1047c7b3492e278020dd27b14.pdf
